Workout for December - August

I am coaching youth ages 8-15 and need a workout for the entire year from Dec - July, which is the national competition level. The events are 100m - 1500m and possible relays. I want to implement hill training and strength training with weights. Please point me in the right direction or tell me of a resource which designs an entire track program for teams. Thank you.
