Hip Flexors and Speed

How important are the hip flexors in the sprints? Also, how does one go about training or improving strength in the hip flexors?
I knew a guy on a football team I played for that said he did mechanics which involved exercises in which he held onto a wall and did quick knee raises repeatedly. I am not sure if he did it daily or not. He also used leg weights with some of these mechanics drills. He was the California State runner up in the 100 meters my senior year of high school.
