Running Form

I have a problem lifting my knees when I run, I was told its because I have weak hip flexors. I am a collegiate runner and I run decent times in the 200/400 but I tend to "scoot" around the track. Just picture Micheal Johnson's running form...but 10 times worse. Does anybody have any suggestions on ...
